ただし、やっぱり仕事は無駄が多いと思う。

具体的にどんな無駄が多いのかというと、「自分たちが不正を働いていない証拠を作る仕事」が異様に多い。

どうでもいいと思うようなことまで全部記録してファイリングして保存する。たとえば、役所からは毎日何百何千の郵便物を送るんだけど、その宛名と担当課を全ていちいち記録している。

確かにこれで、職員が切手を私用で使うことは不可能だ。でも、書き写す係の職員を何人も雇わなければならず、その賃金のほうが、悪い個人がたまに切手をくすねる額よりも遙かに多いと思う。

これらは全て、住民が行政に対して「もっと正確に」「もっと公平に」「もっと透明に」を求めた結果なのだ。確かに正確も公平も透明も大事だけど、これじゃ「正確な仕事」ではなく「正確“が”仕事」だ。「仕事」の部分はもはやサブである。

ひょっとすると、人件費を減らすためには、住民がガミガミ言うのをやめるのが一番の策なんじゃないだろうか。


同じようなことを未来工業の山田昭夫氏もいっていた。

公務員ほどひどくないにしても、民間も似たようなもんですよ。
